COANJ Members Attend Melfi Installation as NJAC President

Surrogates, County Clerks, and Sheriffs along with many other County elected officials from across New Jersey attended the swearing-in Ceremony of Hunterdon County Clerk/COANJ Treasurer Mary H. Melfi, as she was sworn in as President of the NJ Association of Counties (NJAC).  The Reorganization Meeting of NJAC was held in the Senate Chambers at the State House in Trenton.  Senator Christopher “Kip” Bateman administered the oath to President Melfi.  Also attending were numerous former County Clerks and Surrogates.  Click on the link to read more about the new President of NJAC.

County Clerks Helped to Enact New Law Protecting Homeowners from High Fees to Obtain Certified Copies of Deeds

A new law that all New Jersey County Clerks helped to enact was signed by the Governor on January 8th.  Senate Bill No 1962 and Assembly Bill NO 1652 will crack down on private companies that preyed upon unsuspecting New Jersey homeowners by charging exorbitant prices to obtain a certified copy of the deed to their property.

The fee charges were excessive.  Over $80.  Homeowners can obtain the same document directly from their County Clerk at much more reasonable cost of approximately $10.

The new law requires private companies to conspicuously display in all written forms of solicitation the address and telephone number of the County Clerk’s Office.  In addition, any private vendor must provide a copy of the solicitation letter to the County Clerk at least 15 days prior to distribution.   Violators of the law will be punished with monetary fines ranging from $10,000 to $20,000 under the consumer fraud act.

The Constitutional Officers Association of New Jersey (COANJ) recently held its annual Conference and a new slate of officers were installed for 2017-2018.  Cumberland County Sheriff Robert Austino is the new COANJ President; Ocean County Clerk Scott M. Colabella is the new Vice President, followed by Camden County Surrogate Michelle Gentek-Mayer who will serve as Secretary and Hunterdon County Clerk Mary Melfi who will again serve as Treasurer.

We are the Sheriffs, County Clerks, Surrogates and Registers of Deeds and Mortgages elected directly by the people of our respective Counties throughout the State of New Jersey. We organized in 1920 for the following purposes:


  •     To establish a cooperative effort among the Sheriffs, County Clerks, Surrogates and Registers of Deeds and Mortgages of the 21 counties of the State of New Jersey to improve services rendered to their respective constituencies.
  •     To hold conferences, consultations and meetings to discuss matters of importance relating to the conducting and advancement of the methods of filing, recording indexing and preservation of the records in the offices of the Sheriffs, County Clerks, Surrogates and Registers of Deeds and Mortgages and such other matters as may be brought before the meetings of the Association.
  •     To submit and advocate such legislation for the accomplishment of the above-mentioned purposes and such laws which may be found necessary and feasible in relation to the conducting of all the statutorial requirements and duties relating to the offices of the Sheriffs, County Clerks, Surrogates and Registers of Deeds and Mortgages in the State of New Jersey.
  •     To foster new and safeguard old legislation of benefit to members.
  •     To promote the social and general welfare of the members.
  •     To encourage and maintain high standards of service.
  •     To hold an annual conference and special meetings for the discussion of current county problems.
